To change your nation flag into a custom avatar, first start the game launcher...
Now, go to Help > Custom Data > Avatar
Browse to the picture (.jpg) you wish to set up as your avatar, and click OK.
You should get the message: Your avatar has been converted with success in the game file:... Press OK.
Enter the game, and go to your PROFILE...
Click on the flag in the top-left corner, window with all the flags and pictures will pop-out and all you have to do is find your avatar and select it.
(Bare in mind that you must buy any other game from TM series (TMO/TMU/TMS/TMNF...), for the others to see your custom avatar! Otherwise, you will be the only one to see it!)
